OOH heavyweights Shute and Blackburn launch new specialist agency Partisan

Out of home industry heavyweights Kevin Shute and Richard Blackburn are launching a new OOH communications agency – Partisan Communications. The new agency is partnering with Eric Newnham’s Talon Outdoor, the leading independent agency that handles Omnicom’s OOH spend in the UK.

Shute has been running his own OOH company Rainmaker and before that was a partner in Van Wagner. Blackburn is the former commercial director of Manchester-based MediaCo which handled all the local authority’s OOH advertising in the city. MediaCo was bought by Ocean Outdoor last year.

The new agency says it will focus on attracting new, lapsed or infrequent users of the medium through measurable solutions deploying data analytics and audience planning.

Shute and Blackburn are both seasoned and personable operators who can be expected to make a difference in the OOH world. Newnham’s ‘big tent’ approach at Talon has already attracted many of the UK’s better known OOH execs, making it a formidable competitor to established industry players like Kinetic (the company Newnham sold to WPP), Dentsu Aegis’ Posterscope and Interpublic’s Rapport.
